13 year old daughter not going all the way but the boy doin something to her. help!!?

I am a mother of a beautiful 13 year old girl, i have been hearing things and i confronted her about it she says they didnt go all the way but she let the guy "finger " her, Im about ready to go CRAZY. I have told her she is WAY to young to even be thinkin about , we live in a VERY small community of only 350 ppl. Her dad is gone all the time and only home on the weekends, he is very protective over her. See all the guys she has dated have been older and all, but i have always asked her if she has done anything of if they have and she has always told me no til I told her that 2 ppl have said that they have. Im affraid if I tell her dad he will want to hurt them, and im seriously thinkin about puttin her on the pill. PLease someone give me some advice.
