Who would you contact if you have concerns about your city's public transportation?

Okay, so I need this for my speech cl. I'm doing a persuasive speech on why cities need to have more comprehensive public transportation systems. We need an action item at the end of the speech. So for the citizens of a certain city/county, who would they call and get in contact with to make progress on this issue? I live in Houston by the way, which uses METRO, or the Harris County Metropolitan Transit.
