MY lhasa apso WONT EAT! ONLY EATS SCRAPS!ONLY MEATS!?

well i was left in charge of two lhaso apso's . appearently my fiend only feeds them scraps. i tried giving them dog food [purina] , and they just smeled it., so i soacked it in milk. nope , they didnt eat for 3 whole days! so i bought them canned food. with lamb. they barely touched it. but when it is time for me to eat, they are right there. they will eat chicken and stuff just fine? how can i get them to eat!
